Here is the steps to create C# web part for sharepoint 2003 in VS2005:

1) download and install dot net framework 1.1:
.NET Framework version 1.1 redistributable package
.NET Framework Software Development Kit (SDK) version 1.1

2) download and install MSBee:
MSBuild Extras – Toolkit for .NET 1.1

3) download and install web part template:
SharePoint_2003_VS2005_WebPart_Template.vsi

4) Open VS2005 to create new project, choose sharepoint2003 webpart template under visual C# - share point.

5) To build web part for Dot Net 1.1, open .csproj project file in notepad and search for line:
<Import Project="$(MSBuildBinPath)\Microsoft.CSharp.targets" />
Under this line, add following and save:
<import project="$(MSBuildExtensionsPath)\MSBee\MSBuildExtras.FX1_1.CSharp.targets" condition=" '$(BuildingInsideVisualStudio)' == '' AND '$(TargetFX1_1)'=='true'">

6) In VS2005 add external tool to compile web part project:
Command: C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\msbuild.exe
Arguments: $(ProjectFileName) /t:Rebuild /p:TargetFX1_1=true
Initial Directory: $(ProjectDir)
Check "use output window" check box

7) Click on your new external tool to compile current web part project in VS2005.
